Job Description

We are looking for an experienced procurement consultant with an IT focus for a position with a public sector organization undergoing extensive development and digitalization initiatives. The role involves strengthening the purchasing function and taking responsibility for conducting procurements and call-offs within the IT sector.

The consultant will plan, execute, and follow up on the procurement of goods and services in accordance with current public procurement legislation. The role entails close collaboration with various units within the organization as well as external suppliers. The assignment may also include participation in projects as a specialist or advisor in procurement.

Key Responsibilities

• Plan, lead, and execute procurements and call-offs within the IT sector.
• Analyze organizational needs and develop effective procurement strategies.
• Draft procurement documents and commercial terms.
• Conduct bid evaluations and, where necessary, negotiate with suppliers.
• Ensure that procurements are carried out in compliance with current legislation and internal guidelines.
• Draw up and quality-assure contracts.
• Identify, prevent, and manage procurement-related risks.
• Provide support and advice to the organization on procurement matters.
• Participate in projects and working groups as a procurement expert when needed.
• Follow up on contracts and supplier commitments.

Required Qualifications

• At least five (5) years of experience in public procurement.
• At least five (5) years of experience leading or project-managing complex IT procurements.
• Relevant university or college education, or equivalent competence acquired through work experience.
• Good proficiency in Swedish, both spoken and written.
• Documented experience with large and complex procurement assignments.
• Ability to independently drive procurement processes from needs analysis to contract signing.

Preferred Qualifications

• Experience working with CLIPS in the procurement tool e-Avrop.
• Experience working at a Swedish government agency.
• Experience procuring IT solutions such as cloud services, integrations, and APIs.
• Experience designing contracts with clear and measurable KPIs, as well as experience in contract follow-up.
